July 31, 2026: Senator Richard Blumenthal has named India and China among the largest buyers of Russian oil as the US considers new measures to restrict Moscow’s war funding.
Speaking about a proposed Bill, Blumenthal said the legislation could allow tariffs of up to 100% on the five biggest purchasers of Russian oil and gas. “We are not hitting our allies.
We are hitting China and India,” Blumenthal said. The Bill aims to financially isolate Russia and reduce revenue from energy exports linked to its war in Ukraine. India continued importing Russian oil despite US tariff measures.
However, Russian oil shipments to India reached a 44-month low in January 2026 after changes in trade conditions. The proposed legislation now places India’s Russian oil purchases under discussion in the US Congress.
