Expression of Interest (EOI) for Alternate Evacuation of Ethane-Propane Mixture from Uran Plant (District: Raigad in Maharastra state) to OPaL (District: Dahej in Gujarat state)
Oil and Natural Gas Corporation Limited (ONGC) is India’s premier organization engaged in exploration/ exploitation of hydrocarbons and has large infrastructure of off shore platforms, submarine pipelines and shore terminal facilities. Crude oil and associated gas produced at Mumbai Offshore fields are transported to Uran Plant, Uran (District Raigad in Maharastra state) for further processing. Uran Plant is one of the most unique, vital and environmentally friendly oil and gas processing complex.
Uran Plant presently receives approx. 12 mmscmd of Natural gas from Mumbai Offshore fields and extracts products like LPG, Naphtha and C2C3 mixture. Prior to the recovery of products, the gas is sweetened to make it free from Hydrogen Sulphide (H2S) and Carbon-di-Oxide (CO2)
Requirement:
Product C2C3 is a mixture of Ethane and Propane extracted from Natural gas consisting mostly C2 and C3 with minor presence of C1, C4 and C5. A typical composition is given below.

At present this product is supplied to Petrochemical Manufacturing Plant of M/s RIL’s at Nagothane (District: Raigad in Maharastra state) through pipeline. A Petrochemical Unit of ONGC is being set up at Dahej district in Gujrat state and Uran plant is looking for best mode of transportation of C2C3 mixture from Uran to Dahej. The distance of Dahej from Uran is approx. 400 Km and yearly production shall be in the range of 360 to 370 tons.
Broad Scope of Work:
ONGC seeks Expression of Interest (EOI) from the potential domain experts having experience and expertise in the field of large distance transportation of petroleum products. The scope of work shall be but not limited to:
- Collection of process data, quality parameters and other desired details.
- Study for transport options including rail, road, sea and onshore/offshore pipeline.
- Route study and feasibility for pipeline options and preparation of route selection criteria.
- Study for off-site creation of loading facility for transportation by road tankers, availability of road tankers etc.
- Study for common infrastructure corridor along, geotechnical hazards, major crossings, environmental Hazards, ROW land issues, construction hazards, future developments etc.
- Risk assessment and Routes evaluation.
- Carry out pipeline hydraulic calculations for route options.
- Carry out pipeline diameter, material & wall thickness estimation.
- Pumping requirements estimation.
- Prepare equipment list including facility, pumping, storage etc.
- List of regulatory clearances for best mode of transportation.
- Relative cost estimation for options
- Relative schedule estimation
- Preparation of preliminary station layouts
- Preparation of pre-feasibility report for approval
- Submission of Final feasibility report incorporating comments.
Purpose of the EOI is to enlist financial and technical capabilities of domain experts for carrying out feasibility study for best mode of transportation of C2C3 mixture from Uran to Dahej. This EOI is not meant for selection of bidders and selection of bidders will be done later on, on the basis of tendering process depending on the response to EOI.
