Global Expression Of Interest (Eoi) Under International Competitive Bidding For Service Providers To Provide Supply Chain Management Services

Cairn India Ltd. (“CIL”) as an Operator of the onshore RJ-ON-90/1 block (Rajasthan asset), offshore CB/OS-2 Block (Cambay asset), offshore Ravva Oil and Gas Field (Ravva asset), on behalf of itself and its Joint Venture partners listed below is carrying out various supply chain management activities

RJ-ON-90/1 Block - Cairn Energy Hydrocarbons Limited (CEHL) and Oil and Natural Gas Corporation Limited (ONGC)

CB/OS-2 Block - Oil and Natural Gas Corporation Limited (ONGC) and Tata Petrodyne Limited

Ravva Oil and Gas Field (Ravva) - Oil and Natural Gas Corporation Limited (ONGC), Videocon Industries Limited (VIL) and Ravva Oil (Singapore) Pte Ltd. (ROS)

CIL seeks an expression of interest under international competitive bidding procedures from suitably experienced service providers to provide integrated supply chain management services including but not limited to international freight forwarding, customs clearance, domestic road transportation, warehouse management services, value added services for its assets in India (Rajasthan, Cambay and Ravva).

Services Details

The bidder shall submit their response to this Expression of Interest stating their wish for inclusion on the bid list (s) for provision of supply chain management services that meet or exceeds the following scope of services:

(a) International freight forwarding: Scope includes pick up and freight from origin point to Indian port as well as reverse logistics (as applicable). This includes follow up with suppliers for readiness & pick up location, getting shipping documents as per contract and the freight movement either by air or ocean – FCL, LCL, Break bulk

(b) Customs clearance: Scope includes checking & confirmation of documents required for customs clearance under Essentiality Certificate (EC), obtaining the EC and other statutory approvals and uploading the certificate on DGH ECMS system, custom clearance of the cargo, submission of all original documents of customs clearance and re-export of cargo (whenever applicable) from India. All activities should comply with DGH systems and requirements.

(c) Domestic road transportation: Scope includes transporting the cargo imported into India to warehouses / sites, transporting cargo from domestic suppliers to warehouses / sites, and movement between assets and/or sites. Service provider is expected to co-ordinate with domestic suppliers for placement of vehicles and collect relevant documentation as per the purchase order terms of reference.

(d) Warehouse/store/yard management: The service provider shall manage warehouses/stores/yards located across assets on behalf of CIL. Activities will include material receipt, loading/unloading and storage in right conditions, maintaining proper documentation and quality norms, implementation of CIL inventory policies, issuance of material as per indent raised, deploying material handling equipment - cranes, forklifts, trailers, compliance to internal audits, managing warehouse overheads such as utilities, repair and maintenance, etc. Movement of material from warehouses to sites and returns, including placement of vehicles, handling of material will be part of scope for the service provider.

(e) Value added services: Complete tracking, tracing of shipments across the supply chain, inventory visibility is expected and reports need to be shared for better operational delivery across identified stakeholders and with agreed frequencies. Automation such as any custom built applications that will improve inventory visibility, RFID/bar coding, etc. is also desired.

The interested suppliers should evince interest to participate in the Expression of Interest by clicking on the “Evince Interest” link against the corresponding EoI listing on the CIL website and submit their contact details online. Further to this, interested suppliers would be invited to submit their response via Smart Source (CIL’s e Sourcing Platform).

The interested suppliers should evince interest to participate in EOI within 21 days of publication of Expression of Interest.
